Purpose

The Animal Control Officer is a law enforcement professional who has responsibility for the enforcement of animal control laws within the City of Moriarty. This role is responsible for operations relating to the animal holding facility.

Essential Functions

  • Essential functions may include any of the following tasks, knowledge, skills, and other characteristics. The following list is not a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific tasks.
  • Educates the community about stray or vicious animals and related diseases.
  • Operates the animal holding facility; captures, impounds, relocates, and when necessary, disposes of animals; and maintains records.
  • Investigates animal complaints. Issues citations for violation of Moriarty City Ordinances or applicable state law.
  • Prepares reports as appropriate. Testify in court as directed.
  • Stays connected with other city employees, local veterinarians, New Mexico Animal Sheltering Board employees and officials, New Mexico Department of Health/Environment Inspectors, regional dispatch operators, city and county law enforcement officers, and the public.
  • Oversees and supervises the maintenance of and maintains the animal holding facility, grounds, vehicle, and equipment in accordance with city & state regulations.
  • Patrols for stray, vicious, or injured animals and responds to citizen complaints, of the same concerns.
  • Maintains up-to-date records and files on animals collected.
  • Selects and submits purchase orders for supplies.
  • Removes dead animals, transporting and disposing of them properly, including apprehending, lifting, and carrying animals.
  • Removes, impounds, and cares for stray and unwanted animals.
  • Destroys animals as necessary, using humane methods.
  • Responds to emergency calls. such as cruelty to animal complaints, animal bites, control of poisonous or dangerous animals, and stray animals.
  • May oversee and/or perform presentations to schools and civic groups about animal control and otherwise publicize animal control activities.
  • Issues citations. Testifies in court.
  • All other duties as assigned.

Requirements

The requirements listed below represent the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

Required Knowledge and Skills:

  • Knowledge of the laws and regulations governing the licensing, quarantine, and impounding of animals; diseases communicable from pets to humans; livestock management; and euthanasia procedures.
  • Knowledge of impounding animals; diseases communicable from pets to humans, livestock management; and euthanasia procedures.
  • Ability to use a "catch pole" and tranquilizer gun.
  • Ability to establish and maintain effective working relationships; communicate effectively, both verbally and in writing; and maintain appropriate necessary certifications.

Education, Experience, Work Experience, Certifications and Licenses:

  • A valid driver’s license without a record of suspension or revocation. Good driving record.
  • High school education, or its equivalent, and at least one year of experience working as an Animal Control Officer; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities needed to be successful in this role.

Environmental Factors, Work Conditions, and Physical Requirements:

  • Must be in excellent physical condition because the job requires daily physical effort. There is running, climbing, crawling, bending, reaching, pushing, crouching pulling, and stooping. Must be physically able to catch and handle wild and feral animals along with working traps, cages, and working in a facility. This job requires running, walking, sitting, driving, and repetitive hand motions.
  • There is frequent and daily physical effort required to perform the job responsibilities.
  • Vision requirements include close vision, distance vision, and the ability to adjust focus.
  • Must be able to lift and/or move animals, traps, food, and equipment weighing up to 100 lbs., without assistance.
  • Since you are working with animals, this role has the potential for exposure to hazardous work situations along with outdoor working conditions in severe weather.

Additional Special Qualifications/Requirements:

  • Must be 21 years of age at the time of employment.
  • No felony convictions or for crimes of moral turpitude.
  • A valid driver’s license is required.
  • No domestic violence convictions, i.e., assault/battery.
  • Willingness and ability to work nights, weekends and be able to respond to emergency after-hour call out.
  • Since this person will primarily be working alone, they must meet all physical standards and demands of the job.

Moriarty Municipal Court Clerk

Job Summary: The Municipal Court Clerk is responsible for performing a variety of administrative and clerical tasks to support the operations of the municipal court. This role involves maintaining accurate legal records, collecting fees and fines, preparing court documents, and providing assistance to judges, attorneys, and the public.

Key Responsibilities:

  • Manage Court Records: Maintain and organize court records and documents, ensuring they are filed and retrieved as necessary.
  • Customer Service: Assist the public at the counter and by phone, providing information about court procedures, case dispositions, payment of fines, and other court-related inquiries.
  • Document Preparation: Prepare legal documents such as summonses, warrants, subpoenas, and court dockets for hearings and trials.
  • Court Proceedings: Attend court sessions to provide assistance to the judge, prosecutor, attorneys, and defendants. Monitor and attend to juror needs and coordinate courtroom activities.
  • Fee Collection: Collect and process various fees and fines associated with court cases, following established guidelines and protocols.
  • Scheduling: Schedule dockets and court proceedings, manage the court calendar, and notify parties regarding court dates.
  • Confidentiality: Maintain confidentiality with regards to all court files and sensitive information.
  • Communication: Provide clear and accurate information regarding court matters to the general public, attorneys, police, and other agencies.
  • Administrative Support: Assist with research, interpretation of judicial orders, and preparation of reports for state and outside agencies.
  • Professional Development: Attend and participate in professional development opportunities and training sessions to stay current in municipal court policies and procedures.

Qualifications:

  • Education: High school diploma or GED equivalent required. An associate degree in criminal justice or a related field is preferred.
  • Experience: Minimum of two years of responsible experience in administrative or office support, preferably in a legal or court environment.
  • Skills:
    Strong organizational and multitasking abilities.
  • Excellent communication and customer service skills.
  • Proficiency in using computer systems and case management software.
  • Knowledge of court procedures, legal terminology, and standard office procedures.
  • Ability to work in a fast-paced, high-stress environment and handle conflict in a courteous, tactful manner.
  • Certifications: Must obtain the Municipal Court Clerk Certification, Level I, within eighteen (18) months of date of hire. Crime Information Center (TCIC/NCIC) Certification within one (1) year of employment and re-certified annually.

Work Environment:

The Municipal Court Clerk typically works in an office setting within the municipal court. The role may require attendance at court sessions and interaction with the public, judges, attorneys, and law enforcement officials.

Physical Requirements:

Ability to sit for extended periods, use a computer, and handle physical files and documents.
